In giving practical effect, however, to the proposals certain difficulties present themselves, and to meet these I would suggest some slight modifications of the approved scheme.

In the first place I think it desirable to avoid the word "European" and instead to use the expression "Senior Clerical and Accounting Staff". It is unnecessary to call attention to racial questions, even if it were desirable to restrict the persons within the classes to those of European race. I also propose to alter the word "Learners" to "Probationers" which seems a more appropriate

term.

The rates of salary at present attaching to the posts, which it had been intended to include in the Scheme as Special Appointments, vary considerably; and, ag the duties of these posts and the qualifications of the officers also differ widely, I do not think that it will be an advantage to group them together under the scheme, with a common scale of salary. I would, therefore, prefer to make provision as hitherto for each of the officers concerned, under the Estimates of the department in which he is at present serving. The names and scales of salary of the officers holding these Special Appointments would appear in the Civil Service List, followed by lists of officers in the Classes, and it would be explained in a footnote that when vacancies occur they will as a rule be filled from the officers of Class I, provided that there are officers in that class with the necessary qualifications

and experience.

If the Special Appointments are regarded as being to some extent out of the acheme, I consider that it

will be desirable to raise the maximum salary of the Class I appointments to £600 by the grant of an additional increment
